Agenda items for the February 27, 2007, meeting were APPROVED. REPORTS AND ANNOUNCEMENTS There was a moment of silence in memory of Senator Jim Myers. Presidents Report Good afternoon. I appreciate this opportunity to share information about several items of importance to the University community. Indiana Regional Convocation Center The long-awaited agreement of sale for the Kovalchick property, the site for the Indiana Regional Convocation Center, was completed on January 9th. On Feb. 19th, we hosted almost 400 people in the Crimson Event Center for an official celebration of this important milestone. ϳԹ Governor Edward Rendell was on hand for this event, which also included the announcement of a pledge from the Kovalchick family of a minimum of $2 million toward building the IRCC. The Indiana Initiative is a campaign launched to raise $20 million in matching funds for construction of the facility. IUP has received more than $4.6 million in private support to date and $3 million in federal funding due to the support of Congressman John P. Murtha. With the Kovalchick family pledge, we are almost halfway to our goal. I am confident that we will generate the essential funding for this project. The groundbreaking for construction is scheduled for spring 2008. Crimson Hawks As you know, IUP is now the Crimson Hawks. IUP has hired a national sports marketing and graphic image firm, Rickabaugh Graphics, to help us develop an appropriate image and plan. Members of the firm will be here during the week of March 5th to conduct focus groups about possible graphic images, and we anticipate unveiling this new design at the March 9th meeting of the Council of Trustees. Trustee Meeting Asian Studies Major I would also like to take this opportunity to invite you all to attend, as your schedules permit, the public meeting of the Council of Trustees on March 9 at 1:30 p.m. in Gorell Recital Hall. One of the issues to be addressed during that meeting is the approval of our Asian Studies Major. Accreditation for Culinary Arts I want to congratulate the Baking and Pastry Arts program at our Academy of Culinary Arts on the recent accreditation from the American Culinary Federation. This is the third year of IUPs Baking and Pastry Arts program and the first year it was eligible for accreditation. The program received a five-year accreditation, the longest initial accreditation offered by ACF. FacultyFulbright Speaking of congratulations, they are also in order for Dr. Rajender Garg from our Marketing Department, who has been selected for a Fulbright Senior Specialist Scholarship Award. Dr. Gargs award is IUPs 58th Fulbright since 1959, the most of any of the ϳԹ State System universities. Dr. Garg is no stranger to Fulbright recognition; in 1998, he was honored with a Fulbright Exchange grant and did teaching and research at Chinas Nanjing University during the 1998-99 academic year. Diabetes Symposium On April 3, IUP will host a first of its kind event, a Diabetes Symposium titled IUP Cares: Diabetes in the Media: Understanding the Crisis, Speaking a Common Language. This event, free and open to the community, will address a variety of issues related to diabetes. I want to thank Dr. Carleen Zoni and her steering committee members for their hard work and diligence in organizing this important event. Undergraduate Research Conference I also look forward to IUPs second annual Undergraduate Research Conference planned for April 11. This event is one that certainly adds to the expectations of academic success for our students, and I want to thank all the members of the planning committee, being led by Dr. Michele Schweitz, for their commitment to continuing this important University tradition. Provosts Report As a follow-up to the action taken by the Senate January 30, 2007, I would like to respond to the following report from the University-Wide-Undergraduate Curriculum Committee. I approve the new major, Bachelor of Arts - Asian Studies as presented by the Committee. The new major will be forwarded to the Council of Trustees in March and finally to the Chancellor and the Board of Governors for approval. Please watch for notices of open forums for the review of the progress of the Strategic Planning Committee. The details are on the website. Chairpersons Report Lunch with the president is being planned according to Dr. Atwaters availability. Vice-Chairpersons Report Good afternoon everyone! The Student Government has been busy making some big changes to the constitution and by-laws and the association itself. As a recap, on the 19th, SGA hosted a Liberal Studies Review forum. Dr. Mary Sadler and Dr. Gail Wilson were there to present to students what had previously been discussed in Senate. It was helpful having both of them there along with Dr. Cheryl Samuels to answer general Liberal Studies questions students had. The meeting had gone very well and a lot of feedback was given. As for upcoming changes, our search for our co-advisor is still underway. Many of the candidates we chose have wonderful qualities that could make an excellent contribution to our association and we are trying to narrow them down. Also, at our meeting on Monday, March 5, we will be making a motion to have our constitution agree with that of the senate; therefore, allowing students to be voting members of the senate without being a member of the Student Government. For this motion to pass, as stated in our constitution, it will need to be brought up in two consecutive meetings. The motion will be complete by the next senate meeting. Any questions? MATH 125 Calculus I/Physics, Chemistry, Mathematics (3c-01-3cr) Prerequisite: MATH 110 or equivalent placement (Algebra, geometry and trigonometry.) The first of a three semester sequence for math and science majors covering the theory of calculus and its application in problem solving. Topics include: functions, limits, continuity, derivatives, applications of derivative, integrals and applications of the integral. (Trigonometric, exponential and logarithmic functions are included throughout the course.) b. MATH 126 Calculus II/Physics, Chemistry, Mathematics (3c013cr) Prerequisite: MATH 125 or the equivalent The second of a three semester sequence for math and science majors. Topics include: techniques and applications of integration, sequences and series, convergence tests, Taylor polynomials, separable differential equations, vectors and three-dimensional coordinates. (Trigonometric, exponential and logarithmic functions are included throughout the course.) c. MATH 225 Calculus III/Physics, Chemistry, Mathematics( 3c013cr) Prerequisite: MATH 126 or the equivalent The third of a three semester sequence for math and science majors. Topics covering the calculus of functions of several variables include: vector functions and space curves, arc length, curvature, partial derivatives, gradients, areas and volumes in various coordinate systems, Lagrange multipliers, line integrals, Greens Theorem, and applications of multiple integrals. (Trigonometric, exponential and logarithmic functions are included throughout the course.) Rationale: These courses are designed for students who need a traditional calculus sequence. They will be required of students in the Biochemistry, Chemistry, Physics, and Mathematics programs and selected students in Computer Science and Geoscience programs. MATH 125 will count as a Liberal Studies Learning Skills: Mathematics course for these students. MATH 126 and 225 can count as a Liberal Studies Elective courses for these students. The content for these courses is currently included in MATH 123 and 124, but at a very rapid pace. With the change to the 50/75 minute schedule, this exacerbates the problem. This course sequence will slow the pace of the material. University-Wide Graduate Committee (Senators LaPorte and Williamson) FOR ACTION APPROVED Title: Certificate of Recognition in Safety Sciences Safety Management Sponsoring Department: Department of Safety Sciences Catalog Start Term: Fall 2007 Brief Description and Rationale: The current COR Program in Safety Sciences is a twelve-credit on-line program that provides students an introduction to occupational safety and health as well as exposure to elective safety and health topics to meet individual and professional needs. All students are required to successfully complete a total of twelve credits, of which six hours are core courses. Two core courses provide the students a fundamental knowledge in the recognition, evaluation and control of common workplace safety and health hazards. The Safety Sciences Faculty propose that the COR in Safety Sciences Safety Management will require all students to successfully complete a total of twelve credits, of which nine hours are core courses. These three core courses provide the students a fundamental knowledge in the recognition, evaluation and control of common workplace safety hazards. Once the students have this fundamental knowledge they can then select one elective safety course that best meets their personal or professional needs from a choice of four courses. Catalog Description: The Department of Safety Sciences offers a program of study leading to a Certificate of Recognition. The Certificate of Recognition Program is designed for those individuals who already have a bachelor's degree and have safety program activities as peripheral responsibilities within an organization. It should also be noted that the Certificate of Recognition Program could also serve as a foundation for those individuals who would like to pursue a graduate program in safety but do not have an undergraduate degree in safety. Professionals who would benefit from these certificates are Human Resource Managers, Occupational Health and Environmental Health Professionals or others who have safety as a peripheral responsibility. Certificate of Recognition in Safety Sciences Safety Management. The Certificate of Recognition Program in Safety Sciences Safety Management is a twelve-credit program that introduces the students to the fundamentals of occupational safety. The fundamentals will stress the recognition, evaluation, and control of common workplace hazards. Program Objectives: After completing the Certificate of Recognition Program in Safety Sciences-Safety Management, the student will be able to: Develop safety programs that address common safety hazards in industry as well as compliance to federal regulations. Recognize, evaluate and control common safety hazards in industry associated with the workplace. Expand their knowledge level in specific safety topics based on individual and workplace needs. Provide leadership within the organization as well as in professional organizations regarding the promotion of workplace safety in industry. Utilize research and problem solving skills to address workplace safety issues in industry. Program Requirements: All students will be required to successfully complete a total of twelve credits, of which nine hours are core courses. The student must choose the remaining three hours in elective courses. Required Core Courses (9 hours) SAFE 644 Preventing Unsafe Acts 3 cr. SAFE 645 Principles of Occupational Safety 3 cr. SAFE 667 Principles of Occupational Health 3 cr. Elective Course (3 hours) Select one course from the following: SAFE 541 Accident Investigation 3 cr. SAFE 543 Construction Safety 3 cr. SAFE 623 Advanced Safety Administration 3 cr. SAFE 673 Disaster Preparedness 3 cr. Students may transfer hours earned in the certificate program to a Master of Science degree in Safety Sciences. SAFE 667, Principles of Occupational Health, and SAFE 645, Principles of Occupational Safety will not count toward the MS in Safety Sciences. Admission Prerequisites: Admission into the Certificate of Recognition Programs will follow the same admission procedures as those established for a degree program. For this program that will include a Baccalaureate Degree from an accredited institution with a minimum 2.6 CGPA. As with the M.S. in Safety Sciences there will be no requirement for the GRE. Brief Summary of Major Changes: The current COR in Safety Sciences consists of two required courses and two electives of which students are able to select safety or occupational health courses. The COR in Safety Sciences Safety Management more narrowly defines the certificate program by requiring three courses and allowing students to select one elective from four safety courses. The title has been modified from Certificate of Recognition in Safety Sciences to Certificate of Recognition in Safety Sciences Safety Management. Noncredit Committee (Senator ONeil) No report Research Committee (Senator Sciulli) $16,936 awarded to 18 individuals University Development and Finance Committee (Senator Marks) Committee Reports Parking Committee Report Next Parking Committee meeting is scheduled for 2-22-07 Budget Report Governor will announce budget on 2-06-07 and then it must go to PASSHE. President Atwater has accepted the re-budget with allocations to divisions. Spending must become more disciplined. The budget balance for 07-08 does not look good. Old Business Arming of Campus Police Campus Police will be carrying SIGARM 220s. Standard Operating Procedures and an Internal Review Board have been put into place. All officers at the Indiana and Punxsutawney campus have gone through 30 hours of classroom training as well as range and qualification training. Additionally, all officers must re-qualify two times each year. This is the same type of training any police officer in the state must have. Five (5) officers will attend instructors training this spring so that IUP may have on-site up-date training capacity. Two officers are also scheduled to attend Armor School sponsored by SIGARMS so that they will have the capacity to disassemble and rebuild their firearms. Student Housing Parking Study WTW and Trans Associates completed a Student Housing Parking Impact Study and presented the following recommendations. First, it was suggested that IUP develop a Parking/Transportation Management Plan to help survive the relocation and reallocations associated with new construction. Second, i was recommended that a new 500 space Parking Garage be built to offset the loss of the 250 spots that will be lost in the HUB Lot and the 100 spots lost in the Esch lot. Third, Upgrades should be complete in the Robertshaw lot to include paving and amenities as well as addressing storm water management. Finally, two floors of additional parking should be added to the existing parking garage. Student Housing Phase II Demolition Impact and Space Moves Buildings A & B of Phase I will be completed by August 1st for fall occupancy. Phase II demolition will include Mac, Stewart, Turnbull, Langham and Gordon Halls. New construction will begin in those locations upon the completion of demolition. Phase III will include demolition of Lawrence & Scranton Halls as well as Pechan Health Center. Construction of a new housing in those locations as well as on the Esch parking lot will take place after demolition is concluded. Fisher Auditorium Construction bids have been awarded. Some asbestos abatement is required. Construction will also include additions to the power plant to accommodate the new chiller for Fisher/Wallace and the first three phases of the new student housing. Wilson Hall Renovation - IRCC Property Acquisition and Move off Schedule There is a five phase move off schedule to last five years. We are currently in Phase I. Steam Line Repairs Repairs must be completed between the power plant and Keith Hall; between Clark Hall and the Fisher/Waller complex for chilling and between Keith and Walsch Halls for both chilling and steam.
